AboutProject Briefly:

·   ProjectofMinistry of Culture and Information RK “Formation of Electronic StateLibraryCollection” is implemented in the frame of state Programme ondecrease ofinformation inequality in the Republic of Kazakhstan for2007-2009.  

·       Basisfor project implementation – National Academic Library of the Republic ofKazakhstan (NABRK)  

Aim:

In the course of the projectimplementation, technological platform of electronic storage, portal as anaccess point, as well as automated information library system EGBF (Electronic State Library Collection) –KazNEB is beingdeveloped. Information system is being developed inconcordance with internationallibrary standards, interaction andintegration with world library catalogs aswell as for using it as abase for united information library net of Kazakhstan inprospect. 

Tocreate catalog of electronic state library collectionand Unitedelectronic storage of book copies with depository and users’collection.To implement entry into electronic storage through KazNEB portal by www.kazneb.kz address. The project mustprovide with opportunity of access to theelectronic storage by electroniccatalog in different modes by Internetchannels and receiving of electronicdocuments copies either byelectronic orders or by full text.

Information KazNEB resources are opened forusers on several levels:

·       anyuser of Internet  

·       authorizeduser of portal  

·       registeredreader of library – project participant 

In compliance with access levels, KazNEB user is eligible for variouskinds of library services:

- For all the categories ofusers:   

 Information search in electroniccatalogs;  

 - For authorized users of portal  –

·       browsingof electronic copies in reading mode;

·       copying,formingof bookmarks, creation of private room; downloading of full versioninorder determined by RK active legislation;

·       opportunity to ask librarian – virtual reference service;

          - For registered readers of libraries - project participants, everythingmentioned above,  as well as:  

·       Provision(making and delivery by electronic mail) of fragments of electronic documentscopies selected in NABRK catalogs.   

·       Advance order of literature in NABRK reading rooms for definite day andtime.

While KazNEB is in experimental operation, the National Academic Library of the Republic of Kazakhstan in Astana city becomes a mainlibrary whose readers can use orders from collections of real library. Infuture, other Kazakhstanlibraries will be involved into the project.

Toget electronic services, it is necessary toactivate permanent reader’scard in KazNEB. It can be done during personalvisiting of the NationalAcademic Library at the registration sector or by sendingquery foractivation on kazneb@nabrk.kz address.

Collection of electronic copies of books isreplenished with collections given bymany Kazakhstan libraries including:National Library of RK in Almaty,Scientific centre of Eurasian NationalUniversity by name of Gumilev“Otyrar Kitapkhanasy”, library of Presidentialcentre of Culture, oblastlibraries, libraries of higher educationalinstitutions, and given byauthors: famous scientists, writers, public figures.Books published inthe frame of state programme “Cultural Heritage” are considerablesourceof arrival in KazNEB electronic storage.
